Environmentshell activation error in BPC 10.1

Hi Experts,

We have installed BPC 10.1 system, while installing ENVIRONMENT SHELL, received an error at ENVIRONMENT activation.

Error : SAPLUJE_10_API_SECURITY_MGMT

Category               ABAP Programming Error

Runtime Errors         RAISE_EXCEPTION

ABAP Program           CL_UJE_BUI_AUTH===============CP

We have already followed SAP notes 2073872, 2078262 and 1615644 but no luck, still we are getting same ABAP dump.

while running program UJS_ACTIVATE_CONTENT.

However I did not get point no. 2 of solution provided in Note 1615644.

Please suggest.
